C-PACE Registered Contractor Terms & Conditions June 05, 2024 

This document outlines the requirements and expectations for C-PACE Registered Contractors. These terms and conditions are subject to change but are effective as of the date listed above. 

The C-PACE Program Guidelines state that, for energy improvements, “Benefited Property Owners should work with a qualified energy auditor and/or contractor with demonstrated experience to define a scope of work for their proposed project. This scope can range from installation of a single Energy Improvement, such as a new high efficiency boiler or a renewable energy system, to a whole building energy upgrade involving multiple, interactive Energy Improvements. A general list of eligible Energy Improvements and their typical energy saving characteristics can be found in the Technical Standards. The scope of work for the proposed project must be prepared and submitted.” To be eligible to become a C-PACE Registered Contractor, a contractor must first meet the requirement of a “Qualified Contractor”, defined in the C-PACE Program Guidelines as:  

An individual or entity who/which meets one of the following:  

  1.  holds a Certified Energy Manager or Certified Energy Auditor accreditation
  2. is a Professional Engineer with demonstrated relevant energy experience 
  3. a contractor with relevant demonstrated experience*

*Qualified Contractors that have been approved under the process to become an eligible contractor for the Connecticut Green Bank’s Solar PPA & Roof Lease will be approved as a C-PACE Registered Contractor.  

If the requirement of Qualified Contractor is met, the contractor may proceed with applying to become a Registered Contractor. Per the C-PACE Program Guidelines, “Registered Contractor” shall mean a contractor who has registered with Connecticut Green Bank, via the contractor registration process outlined below and remains in good standing with Connecticut Green Bank. 

C-PACE Registered Contractor Registration Process 

  1. Attend a workshop. Contractor workshops are the best way to learn how C-PACE financing works and are required for Registered Contractors.  
  2. Fill out an application. Completing an application enables Connecticut Green Bank to begin processing your information and eligibility so that you can become registered as a C-PACE contractor. you should be prepared to provide the following: 
    1. Information demonstrating your eligibility
    2. Three references for recent commercial projects
    3. Attestation to understanding incentive programs relevant to your services (i.e. Non-Residential Renewable Energy Solutions for Solar PV Contractors)
    4. Disclosure of legal issues relevant to the company or its principals
    5. Interview with the program team
    6. Resumes for company principal(s)

Maintaining C-PACE Registered Contractor Status

After becoming a Registered Contractor, the following must be maintained on a yearly basis to remain listed as a Registered Contractor:

  1. Be in good standing with the Connecticut Green Bank.
    • The Connecticut Green Bank may, at its discretion, remove contractors for egregious repeated errors or for unfair / illegal practices that could intentionally harm the Connecticut Green Bank or its borrowers, or for similar behavior across other Green Bank programs. Green Bank will not remove a contractor’s registered status based on minor or one-time errors, or without warning and opportunity to remedy in the case of repeated errors. 
  2. Remain active in the C-PACE program through ongoing lead generation and/or regular communication with program team 
  3. Have at least 1 approved C-PACE project OR attend a CPACE contractor training workshop 

Benefits of C-PACE Registered Contractor Status 

  1. Profile on Connecticut Green Bank Website: Registered Contractors can be listed on the Connecticut Green Bank’s “Find a Contractor” tool.
  2. Cobranding: Registered Contractors will be permitted to market their participation in the program and co-brand with the Connecticut Green Bank pursuant to the “Terms & Conditions for Cobranding through Connecticut Green Bank Contractor Network for Eligible & Registered Contractors” and any other guidelines outlined at: ctgreenbank.com/cobranding
  3. Advanced Training & Engagement Opportunities: Registered Contractors will have the opportunity to participate in workshops such as advanced project/product development trainings, general sales trainings, informational sessions on advanced technologies, and round table discussions.
