Alex Kovtunenko

Deputy General Counsel

As Deputy General Counsel for the Connecticut Green Bank, the nation’s first green bank, Alex supports the General Counsel in all legal, legislative, and regulatory affairs. Alex has more than ten years of experience in debt and project financing for renewable energy and energy efficiency projects, supporting the Green Bank’s Commercial Property Assessed Clean Energy (C-PACE) and commercial solar development programs. Alex also specializes in project finance and state and federal incentive programs for renewable projects, supporting the Green Bank investment team in its investment initiatives, such as the Capital Solutions Program. Alex joined the Green Bank in 2014.

Alex obtained his Bachelor of Science degree from the University of Connecticut and Juris Doctor degree from the University of Connecticut School of Law, with a Certificate of Energy and Environmental Law.
